Alleging conspiracy, Russell Wilson Chaplain, Sr., sued Wilder, a state tax official, and Starke and Ward, employees of the Internal Revenue Service, in the Circuit Court of the City of Norfolk. After the federal officers removed the action to the United States District Court, the three defendants moved for, and were granted, summary judgment. Chaplain now appeals, and the appellees seek summary affirmance of the district courts decision.
